30 Years in
Pavement Management

Started on foot, boots on the pavement. Still ASTM-compliant. Still expert-reviewed. Now with HD video and objective data for every road in your network.

How We Started

James Golden spent over a decade doing pavement condition assessments the way most still do it today, walking roads, documenting distresses by hand, following ASTM standards methodically. He learned what actually mattered: objective data, defensible methodology, and helping Public Works teams explain their decisions to elected officials.

In 2011, he began integrating HD video to complement field assessments. In 2016, Pavement Management Group was formalized with a clear mission: combine deep pavement management expertise with modern data capture, without compromising on accuracy or standards.

What started as one person walking roads is now a growing team serving 127+ municipalities across the country, from small townships to regional transportation agencies. We’re headquartered in Heath, Ohio, and our own crews and vehicles still drive every road we assess.

Our assessment process now pairs AI distress recognition with expert pavement analysts doing QA/QC. RoadINsights puts every road’s condition, video, and history in one platform clients can share with their council and residents. The technology moves faster. The standards haven’t changed.

"After 30 years, I still get satisfaction when a Director tells me they finally got their budget approved. That's what we built PMG for."

Why The Work Matters

Public Works' know their roads. The challenge isn't technical, it's that they have to defend every decision to people who don't, often without tools that make that easy.

PMG exists to solve that specific problem: objective, defensible data that holds up in a Council meeting and makes sense to residents.

Our Values at PMG

Standards Come First

Every PCI score follows ASTM D6433. 20 distress types for asphalt, 19 for concrete. Severity levels and quantities measured per standard. This is non-negotiable.

Built for Public Works

Your team does hard, often thankless work. Our job is to make your decisions easier to make and easier to explain.

Experts Check the Work

Distress recognition is machine-assisted, but we utilize pavement experts that quality check distresses, We've been doing this long enough to know what automated systems miss on their own.

Keeping Your Data, Yours

PCI scores, GIS files, Excel data, and video stay with you, permanently. No lock-in.

Defensible in Any Setting

We're In It for the Long Run

PMG data has been presented to Councils, Boards, Trustees, state agencies, and auditors across 30 years of assessments. That's the standard we hold ourselves to.

We've been doing this for a long time. We understand pavement management on a different level, and we’re committed to helping agencies get it right, year after year.
