How We Started
James Golden spent over a decade doing pavement condition assessments the way most still do it today, walking roads, documenting distresses by hand, following ASTM standards methodically. He learned what actually mattered: objective data, defensible methodology, and helping Public Works teams explain their decisions to elected officials.
In 2011, he began integrating HD video to complement field assessments. In 2017, Pavement Management Group was formalized with a clear mission: combine deep pavement management expertise with modern data capture, without compromising on accuracy or standards.
Today, PMG's assessment process includes machine-assisted distress recognition reviewed by expert pavement analysts before any score is published. The technology moves faster. The standards haven't changed.

Why The Work Matters

Our Approach to Accuracy
ASTM-Compliant - Always
Every PCI score follows ASTM D6433 for asphalt or ASTM D5340 for concrete. 20 distress types for asphalt, 19 for concrete. Severity levels and quantities measured per standard. This is non-negotiable.
